About Cecilia Rabecca Mphande:

Rabecca Mphande is the current President and Co-founding Director at AfriAus

iLEAC, based in Pakenham. Harnessing a Clearing House Modus Operandi,

through the LUVPACKS Partnership of 12 organisations, operating day and after

hours, and adopting beneficiary needs, outcome and evidence-based approaches,

she supports Culturally and Linguistically Diverse vulnerable women, the girl child, youth at risk, women with disability, victim survivors of adversity, and communities with settlement and integration concerns,to fully participate in life through timely accessing appropriate resources so that they can have their basic

needs met, remain economically secure and independent, and connected with the people they love and the activities they enjoy most.


With her long experience in the public sector, Rabecca provides advice for policy change and decision-making on some of the multicultural Victorian Committees, at local and State levels, helping with employment and tailored education opportunities, the development of English language proficiency and Literacy skills, organisations build capacity and individuals regain positive self-esteem.
